High-Risk Payment Processing: Which Businesses Are Classified High Risk, What They Pay, and How to Get Approved

Which industries processors call high risk, why Stripe and Square close those accounts, what high-risk merchant accounts cost, reserves, and how to get approved.

Short answer

High risk is a processor's label for businesses with higher chargeback rates, regulatory exposure or delayed delivery: CBD and hemp, nutraceuticals, subscriptions with trials, travel, firearms accessories, adult, debt collection, telemarketing, vape, and others. Aggregators like Stripe, Square and PayPal prohibit many of them outright and close accounts after the fact.

A high-risk merchant account is underwritten to the business by an acquirer that accepts the category. Expect processing of 3.5% to 6% plus per-item fees, a rolling reserve of 5% to 10% held for 90 to 180 days on new accounts, higher chargeback fees, and a gateway such as NMI, Fluidpay or accept.blue in front of it.

Approval depends on presentation: clean website with terms, refund and shipping policies, a real business address and phone, processing history if any, financials, and a chargeback ratio under 1%. We place high-risk accounts through partner acquirers where the category is one we can support, and say so up front when it is not.

“High risk” sounds like a judgment about your business. It is a category assignment made by acquiring banks and card networks based on the industry’s history of chargebacks, regulation and delivery timing. A well-run CBD store is high risk. A poorly run bakery is not. This page explains how the label is assigned, what it costs, and how to get approved with terms that are not punitive.

Why aggregators close accounts

Stripe, Square, PayPal, Shopify Payments and WooPayments operate one master merchant account and put every merchant under it. Their terms prohibit categories that would threaten that master account. Their onboarding is automated, so prohibited businesses often get approved, process for a few months, then get a termination notice and a funds hold of 90 to 180 days. The hold is the real damage.

A merchant account underwritten to your business by an acquirer that accepts your category does not have that failure mode. The underwriting takes longer and the pricing is higher, and the account stays open.

Cannabis with THC remains outside the card networks in the United States; those businesses use cashless ATM, PIN debit or bank-based alternatives, not a card merchant account.

What it costs

LineTypical range
Processing3.5% to 6% plus 20¢ to 50¢
Monthly fee$20 to $50
Gateway$15 to $30 plus per-item
Chargeback fee$25 to $50
Rolling reserve5% to 10% for 90 to 180 days, negotiable down after history
Setup or application$0 to $300 depending on acquirer
ContractOften 12 to 36 months with the specialist acquirers; ask

That is expensive relative to a standard account and cheap relative to not being able to take cards. Rates should come down at the six-month and twelve-month marks if the chargeback ratio stays under 1%.

Getting approved

Underwriters approve businesses that look like they will not generate chargebacks and will not disappear. Present accordingly:

  • Website complete before applying. Product pages with clear descriptions and prices, terms of service, privacy policy, refund and return policy, shipping policy with timing, a real business address and phone, a working contact form, and secure checkout. Underwriters visit the site.
  • Business documents. Formation documents, EIN, bank statements (three months), ID for owners, any licenses the category requires (for example a hemp certificate of analysis for CBD products).
  • Processing history. Six months of statements from a prior processor if you have them, showing volume and chargebacks. A clean history is the strongest single factor.
  • Honest volume and ticket estimates. Underwriters compare them to the bank statements. Overstating volume delays approval.
  • A compliant offer. No “free trial” that converts to a $89 charge without a clear disclosure. No claims that violate FTC rules. These are what generated the category’s chargeback history.

Approval on a well-prepared application typically takes three to ten business days.

Keeping the account

Everything on the 3D Secure and chargebacks page applies double. AVS and CVV enforced, 3DS enabled, a clear descriptor, dispute alerts through Verifi and Ethoca so you refund before a chargeback lands, fast refunds, and a monthly look at the ratio. High-risk acquirers terminate for ratio, not for category.

What we can and cannot do

We place accounts through partner acquirers for categories including CBD and hemp, supplements, subscriptions, travel and several others, with NMI, Fluidpay or accept.blue as the gateway. Some categories we cannot place, and we say so on the first call rather than after an application. Text your category and volume and you get a straight answer.

Find out whether we can place your category

Text your industry, monthly volume and whether you have processed before. You get a yes, a no, or a referral within a business day, and the fee structure in writing if it is a yes.

Frequently asked questions

What makes a business high risk?
Card networks and acquirers look at chargeback history, regulatory or legal exposure, delivery time between charge and fulfillment, ticket size, and industry reputation. Businesses in categories with historically high disputes or legal complexity get the label regardless of how well run they are. Some are prohibited entirely by aggregators; most can be placed with an acquirer that specializes in the category.
Which industries are considered high risk?
Commonly: CBD and hemp, nutraceuticals and supplements, vape and tobacco, adult, online dating, travel and timeshare, firearms and accessories, subscription boxes and free-trial offers, debt collection and credit repair, telemarketing, tech support, ticket brokers, fantasy sports and gaming, multi-level marketing, and any business with a chargeback ratio over 1% or a prior account termination.
How much does high-risk processing cost?
Rates of 3.5% to 6% plus 20¢ to 50¢ per transaction are typical, with a monthly fee of $20 to $50, chargeback fees of $25 to $50, and a rolling reserve, commonly 5% to 10% of volume held for 90 to 180 days. Rates come down with a clean processing history; ask for a review after six months.
Can I use Stripe or Square for CBD or supplements?
Stripe and Square prohibit CBD and most supplement categories in their terms, along with many other high-risk types. Accounts that get approved by mistake are usually closed, often with funds held for 90 to 180 days. A high-risk merchant account through an acquirer that accepts the category is the durable answer.
What is a rolling reserve?
A percentage of each day's settled volume the acquirer holds back for a set period, then releases on a rolling basis. It protects the acquirer against chargebacks arriving after funds have been paid out. A 10% reserve for 180 days on $50,000 a month means $30,000 held at steady state. Reserves are negotiable down as history builds.
